Edit 2: It's been a few more years and now I'm in the process of selling the property. Garcia Plumbings unprofessional work is now a line item on my disclosures and something I'll have to continually explain.
Garcia plumbing won't do a professional job and their poor craftsmanship will haunt you for years. Stay far far away.
Original Edit: it's been 2 years since I've had work done by these guys and every time I see my water heater I kick myself for making the mistake of working with them. Save yourself the hassle and hire a professional. These guys are a joke. Updated my review from 2 stars to 1 star.

I have worked with Garcia Plumbing twice with mixed results.
The first time I worked with them was to install a gas line in preparation for a gas insert fireplace. I was referred to them by Okells Fireplace. They did a quality job, on time, and at a reasonable price. There was a long delay in communication at times, which was frustrating, but given they did a good job at one of the lowest quoted prices I brushed it off.
I worked with them again as a repeat customer to install a hot water heater. I had three request: I wanted a permit pulled, I need the heater installled, and I also needed a drain line run from the pan. While all three were agreed upon only the installation happened. Again there were really long delays in communication. The water heater was installed and we were supposed to schedule a day to finalize the permit (for which I agreed to pay extra for their time) but I never heard back after multiple attempts over phone, email, and text. Ditto for the drain line. My guess is they have nice margins on the water heater, but they didn't consider the rest worth their time.
I wouldn't do business with Garcia Plumbing again. Communicating with them is a HUGE overhead and you really need to babysit it. On top of that, they didn't meet their commitments on the water heater project and just ghosted on me.
They're probably the cheapest plumber you'll find. If you can get them to do work, they'll do it well. But I wouldn't count on them to honor their commitments and wouldn't invest the large amount of time it takes to coordinate with them.
