I own a property out in Riverside that my mom lives in. She wanted some work done around the house, so I told her to get some quotes so we could shop around. She did, and Frank offered the lowest price, so we decided to go with him. Frank requested a deposit of half the cost of the project up front, which I provided. A family emergency caused Frank to need to reschedule, which we were understanding of, and postponed. When Frank did arrive to begin work, my mom let me know that he immediately began complaining about the fact that he vastly underbid the project and wasn't going to make any money, but did not actually say he needed to modify the estimate or charge more, just constant complaining and not wanting to do the project the way he had originally discussed with my mom, which upset her. When she finally relented and said he could do the work the cheaper way, she also said she didn't want him to do the rest of the work we had hired him for which I admit was not okay on her part, but at this point the damage was done. Frank ended up hanging up a single closet door and then attempted to quietly pack up and leave, in what I can only assume was in hope that my mom would not notice. She caught him in his truck in the driveway and demanded a refund for the deposit as he had in no way completed the job. He assured her he would refund the money, and she then called me and told me about what happened. I immediately called Frank to request the refund and left a voicemail. He declined the request and called me back, giving me a sob story about how it took so long for us to schedule with him after the estimate, he had to pay his guys and feed his family, and how my tiny 70-year-old mother made him uncomfortable by observing them work. He agreed to return half of my deposit by the end of the day. The end of the day came and went, so the next morning I made another request for half my deposit back. He once again declined and ultimately returned less money than we had agreed upon. I sent a text asking what was going on, and he admitted that while he had agreed to return half, he changed his mind and sent less. This entire experience was dishonest and unprofessional, he continually made his mistakes our problem rather than just owning up to them or asking for more money, and ultimately I would not recommend Frank's handyman services to anyone.
