H & R Plumbing and Rooter

Called H & R Plumbing for a leak under the kitchen sink.  Carlos came out and said the garbage disposal needed to be replaced.  He also said that he could replace a leaky kitchen sink faucet. We selected one from photos that he pulled up on his phone and also based upon his recommendation.  After returning from purchasing the parts, Carlos began to remove the faucet but it had rusted onto the sink.  He worked for a very long time to remove it and finally prevailed! The new faucet and garbage disposal, including some damaged hosing that was replaced for the disposal, both work great.  Everything was clean, and all parts were disposed of after the installations.  We are very pleased with the service received from H & R Plumbing.

I called after hours on Friday evening and he was there Saturday morning before nine. The tech was professional, courteous and fixed the problem. He even offered a 30 day warranty. Any time I have a plumbing issue I will contact H and r plumbing.

Rafael was amazing. This is the second time I reached out to Rafael, first for a lead in my garage. After many attempts by others to diagnose the issue, Rafael came and immediately figured out the issue and fixed it. Second was recently a leak in my bathroom. My handyman was planning to knock walls to fix the leak and once again Rafael diagnosed the issue immediately and fixed it saving me thousands of dollars. He's great!!! Honest, good at his craft and reasonably priced!

They have fixed a couple of issues with our kitchen sink - once was it was leaking, the other time there was a big clog. Overall their work was prompt, professional, and quick. And they seem to have a good amount of availability which was really great for when we needed them in a pinch.

I called H&R Plumbing & Rooter and talked to Rafael on Thursday at 2:00 pm about a leak in the front of my house. He came out early Friday morning and access the issue. Because the pipe from the meter to the house was galvanized (60 years old) - the pipe had to be completely changed to copper. The job was done efficiently and it was finished by 3:00 pm that day. The service was great and the employees were great. Rafael was super. I am happy!

We had  a commercial project that needed plumbing to be completed and the folks at H&R plumbing delivered a smooth job and helped stay within budget as quoted. The project included new installs of fixtures, water supply  and drain lines within the building. The project went trouble free from beginning  to completion. Will definitely call on this group of tradesmen for my next project.

Rafael is Super responsive for emergency.  Repair couple of clogs on 2 different properties on the same day. Will definitely use their service again!

I showed them the video of leak when water heater thermostat went out. They changed there statement and said they need to see the leak because they said it never did leak I. The firstThere was cold water coming out which cold  affected  joint which caused the pipe to leak out above water heater. I wasn't home when they arrived, the owner of house my 81 mother was there and didn't go down to basement (no stairs). After they replaced $10 thermostat the hot water flowed thru the pipe and leak and water dried. I showed the Plummer the video when the water heater was cold and dripping leaking - 10 seconds. He refused to fix it because he said it is dried and not leaking. I showed him video and explained why it was leaking, but he refused to repair. There was water deposits and rust forming but he said it never leaked ever! I have pictures and videos! Also noticed his son or the other repair person was carrying propane torch when I arrived 20 minutes later and that may have helped with water drying up... what a joke!

How long does it take to email an invoice/receipt? I asked twice and it's been more than 3 weeks but nothing so far!  I don't see what the problem is unless they have horrible customer service or they are  trying to hide their revenues by not issuing receipts.  Do you really want to give your business to a company like this??  Also, they are really not open 24/7.  I called around 10pm and they didn't have anybody available to send out until the next day.

Arrived promptly, diagnosed the problem with our toilet, and fixed it quickly with a detailed explanation.

Guy who answered the phone came out right away himself. Took care of our major sewer clog quickly and charges were reasonable.

Had issues with the pipes in our shower vibrating as we changed water temperature. After calling H&R, a man named Carlos came within the next 30 minutes and inspected the problem. Was told the cartridge needed to be replaced and gave me an estimate of how much that item would cost. I gave the approval and he left to purchase what was needed from the store. He briefly came back and installed, while at the same time had a good talk with him about Bay Area sports and boxing. It was great that he looked after the customer's need and with good customer service. Highly recommend.

We are extremely pleased with Raphael's work. He arrived on time, capably diagnosed our problem(s), snaked the pipe and made the needed repairs. Rafael came in to check my kitchen sink , the grinder wasn't working came in for less then 5 minutes pushed a button under the sink and left. Guess what I got charged $135 .Oh well I called them Jose picked up said he charged less it suppose to be $165. It's for his fuel he said. $135 for fuel for a drive thats from San Leandro to hayward. Geez what are they doing with $135 dollar worth of fuel umm drinking it I guess.

Had a sink clog that wouldn't budge. Tried for a whole day trying to get it out ourselves. Wasted time... Called H&R and they came out within two hours. They got it out within 10 minutes. Affordable compared to other folks I called and others weren't able to get out this quickly.

Raphael was great; I called him on a Saturday for an urgent call and he made time to come out to clear the problem.  He returned for a more routine issue the following monday; both times, he was prompt, efficient and very helpful.  I appreciated the text updates.
He did tell me that there is another H and R Plumbing Company - I found that out when I tried to call him back the second time and reached the WRONG company; be sure to look for H and R Plumbing and Rooter!!  I have found a new plumber!!

We hired H&R to install a new instant water heater and faucet for us and they did a very good job. They were very courteous, understanding and good listeners. The instant water heater had very specific installation instructions that were not 100% intuitive and the plumber worked with us t make sure everything was done according to the directions, which did require an extra trip to the plumbing supply shop (no extra charge!).
Would definitely hire H&R again.

Searched all over Yelp for a plumber that's open over the weekend and came across H&R Plumbing. My boyfriend called and spoke with Rafa and about an hour or so, he's already here at our place. We had problems with our shower drain and it took him about 30 mins to get the job done. Quick service and reasonable price. Would definitely get services done from Rafa in the future!

I called them for clogged pipes, sediment backing up into our tub and sluggish water flow. I would recommend this company for your plumbing needs! Our tech Carlos did a fantastic job in explaining everything he needed to do, what he was doing, and what he found with our plumbing issues. Also gave us recommendations. Very nice person and honest. I felt we were well informed and educated as well. He wore a mask at all times. He assessed the pipes and told us all up to code and looked new (we bought the house 9 months ago so relieved to hear this as you don't really know about the honesty of some home inspectors these days). We plan to use them for our other non-urgent plumbing needs! Owner Rafael also very courteous over the phone.

I called H&R because the pipe coming from my kitchen sink into my wall was clogged. I scheduled for two days after the call and asked what the estimated cost would be and he stayed true to his estimate. I was happy with everything, but it is important to know the time they give you is an hour window. So if they tell you 8 it means between 8-9 so be sure you have the time put aside.

We had a sudden plumbing situation on a weekend while cooking an early Thanksgiving meal: our kitchen garbage disposal was backing up into the bathroom tub. My husband called around, and these guys were able to come the soonest - but were super accommodating and even said that we could cancel if we found someone who could get here quicker.

Our technician was excellent: knowledgeable, unobtrusive, patient with the many people traipsing through our apartment. He spent 2 hours discovering the issue and fixing it. When our landlord suddenly arrived (after the first hour) and contested the cause, the technician even offered to leave and not charge us at all! After he finished resolving the issue, he even cleaned up after himself. And the price was super reasonable for how long he stayed and the issue itself.

I was incredibly impressed and plan to call them again if another plumbing issue comes up.

They showed up the same day that I called. The technician wore a mask and abided by our no shoes policy. He fixed the problem. Was polite and answered all my questions.

This business was recommended to us. Unfortunately, a man who has not even identified himself came and was very unprofessional. His unprofessional/rude behavior started with a phone call. I will describe the events of this situation in my review.

Yesterday (11/5/2021) I called several plumbers bc I thought we had a sudden pipe burst where water pressure from faucets were suddenly low and there was a water gushing sound. I turned off the main water valve to prevent potential leakage.

Phone Call #1:
This fellow called back to say he would be arriving 5-10 minutes. I asked who he was since I had called several plumbers that day and everyone seemed to be busy so I left messages. He says, Well if you don't know who I am, then forget it! He hung up. I looked up his number and found that I had texted him my name and address. I called back and apologized and asked if he could still come and how long before arrival. His responded I already told you 5-10 minutes!

His Visit:
He arrives and I saw him so I opened up the garage and he opened up the county water meter lid under the concrete sidewalk. He said no water was leaking from the main house line to the sewer because the arrow in the meter was not moving. I said I had just turned the water shutoff valve back on. He asked where the ponded water near the stair crawl space came from which is located next our water shutoff valve. I said I don't know. He said it's coming from the irrigation system. I said we don't use it and I've never seen water come out in this area and asked if the water ponding is related to the water gushing sound. He said he did not know. He then comes into the house to look at the water heater and turns off the hot water valve and turns it back on, while in between going outside to look at the county water meter arrow (located below the sidewalk). He said at first that we had a water leak in the hot water line in the house somewhere. Then he proceeded to say he fixed the problem after observing that the county water meter arrow (located below sidewalk) stopped and moved, corresponding to the turning off and back on of the hot water valve (from the water heater) while my son went inside the house to run water from a faucet.
Basically, the loud water gush sound resolved itself. The unnamed plumber did not repair anything. He just identified that we have an irrigation leakage which was the source of the ponded water near the stair crawl space door, located next to our water shutoff valve.

I then started to ask about our other leak problem which is most likely a separate issue and he rudely says I already fixed your problem. I'm not going to charge you so go call somebody else. I said Thank you sir. His visit was very short (5-10 minutes).

Phone Call #2:
That same evening, I called up more plumbers to try to find out if someone can come out to evaluate the other leakage problem. That evening, I unfortunately ended up calling the same fellow who came to visit us earlier in the day. Neither he or I realized we had the earlier encounter. He recommended calling a leak detection company which was nice of him. I hung up and then he called me back to say hey remember I was there already and I solved your problem. I said thank you. He continued to say Why are you wasting other plumber's time call around?  I said that I was calling about a separate issue. That was the end of conversation.

Text Event:
I texted him to say I hope you are not rude to other people. He texted back saying Sorry but you never said thank you. This is incorrect bc I said thank you in person as well as during phone call #2. He texted again saying You are losing about 10 gallons of water a minute. I checked our EBMUD bill and we are not using a noticeably huge amount of water. In the morning (11/6/21), I found another text that said I have the invoice ready. Let me know when you are ready to pick it up.  The unnamed plumber is a bully.   I don't know how this vendor has such great reviews when professionalism is not part of their company mission.

Saturday morning, I found myself with the toilet and shower stall in my ensuite, and the toilet and tub in my main bathroom backing up.  An attempt tp plunge the toilets failed.  My first call went to Roto-Rooter who informed me they could come out Tuesday.  I googled 24 hour plumbing companies in Oakland, and the first company listed was H&R.  My hysterical call was meet by a calming voice who told me Carlos would arrive within the hour: Carlos arrived in 20 minutes!!  Carlos' work was detailed and thorough; explaining what he found, how the matter would be resolved, and assuring me the matter would be fixed.  With the assistant of a second worker, my problem was fixed and the sound of flushing toilets was a relief.
I HIGHLY RECOMMEND H&R PLUMBING and they will be the only plumbing company I will contact should a need arrive again.

Fast, thorough and went beyond what was expected. Will definitely call them again next time I need a plumber.

Our galvanized water pipe from the meter to the house sprung a big leak and was soaking the crawl space on our down slope ranch. These guys responded quickly, had the experience to locate the leak and fix the problem in good time and at a reasonable cost. Spoke with a representative and made an appointment to fix a leak, he never showed for the appointment. I called the business number twice and was hung up on once and never received a call back.

My parent's house had a clogged sink that required some machine pumping. I called Rafael on a Saturday morning and he was over in an hour, just like he had said he would be. My parents had nothing but wonderful things to say about him. Would definitely use again for future needs!

The plumber was fantastic!  I had a leak in my toilet and two valves that needed to be replaced under two toilets and a drain that wouldn't drain in my sink.  He came early, fixed all those things quickly, and found another leak I didn't know I had.  He fixed that also by tightening the main house intake.  He wasn't bothered by the mess in our restrooms.  The price for everything was reasonable and he was courteous.  I would definitely recommend him the next time I need a plumber.  His name was Carlos.  Thank you Carlos!

Our sewer got clogged today and Rafael rescued us. He showed up very quickly, worked through the needed steps efficiently and had us up and running soon. All along he very patiently explained the various steps. Excellent work - thank you!

If you are looking for an honest plumber look no further and call Rafael. I have gone through THREE plumbers in two years! Each time a plumber would come out and straight up lie that the sewer line wasn't the sewer line. Wtf right ? They just kept snaking from the toilet. I had poop water coming back up from the toilet AND bathtub so we knew it was serious. All these other plumbers just kept snaking and we kept having issues a few months later. We finally find Rafael from Yelp. Right away he tells me we need to get to the main sewer line outside of our garage and I'm just in total shock because all the previous ones told us that it wasn't the sewer line. Rafael lifts the lid and notices that all the screws are rusted out and that lid hasn't been touched for ages which is true because we have lived here for ten years. He used a blow torch and WD-40 and managed to unscrew the lid and get to the pipe. He jet drained it and I tested all the toilets and bathtubs in the house and the water was draining faster than it ever had before !! His price was also the lowest we were quoted EVER! During the whole process he was showing me exactly what was the issue and how he was going to fix it. He's an honest hard working man and I am so glad I found him on yelp. He's fixed our clog indefinitely unlike all the dishonest plumbers from before.
Stick w this guy for honest work and pricing ! He also guarantees his work for 90 days and other plumbers do NOT do that !

I give these guys 1 star for responding on a Saturday, I actually found them here on YELP 2 years ago. Since I only like to give good reviews I didn't yelp them after my original Service call. I wonder if a lot of these reviews are friends and family? I needed a water heater replaced, long story short - the price Ceasar originally quoted was like double the average cost. I was able to talk him down, when he left he didn't take the old water heater and was pretty rude about the payment. I had to call the company back today because there was no hot water, I dreaded making the call based on how I was treated previously. Yep, same rude service, not taking any ownership, he did respond today and a technician did show up but unfortunately they quoted $500 and told me I would need to get the parts from the warranty company myself. I called another plumber out and he discovered the problem was a tripped gas valve and not the pilot assembly as quoted. I notified H & R of the new findings, The business owner replied, well you called about the water heater how would the technician know about the emergency shut off valve. BEWARE of the diagnosis, you may be happy with the service but did you really need it? Checking your device to see if it is receiving gas should be the first step. He wanted me to check it I guess, but that's why I called a licensed professional (so I thought)? I can't help but wonder if I ok'd the quote, would they have charged $500? Would the technician have realized it was the gas shut off valve that had tripped?.
I will never know but Im grateful to the second plumber that fixed the problem in 10 minutes and didn't even charge me.

Clogged main sewer line was a nightmare for the family. We wasn't able to use toilet and shower. We contacted  Rafael today. He is very knowledgeable and responsive. He was able to come and unclog the main sewer line within the same day.

I called H & R early in the morning and Meno was at my door within an hour!  He ran a snake down the sewer line and pulled out the roots that caused the clog.  After inspecting with the camera we found a section that should be replaced and Meno gave me an estimate for it.

Rafael Munoz - H & R Plumbing and Rooter did an excellent job helping me with my outside water leak that was pouring all over the place.  He was here about 30 minutes after calling, had all the tools and parts necessary to get the job done.  He fixed a leak that had been installed by others and brought the pipe junction up to code with proper fittings.  His prices are very fair, and his service thorough.  I would recommend him, and will call him for any future problems I might have.

I called H&R Plumbing to repair my water heater since I didn't have any hot water. Cesar came to my home within 30 minutes and replaced the thermocouple (flame sensor).  Fastest service EVER. Highly recommend their services, especially when you want something done quickly.

Plumbing problems are the worst and happen at the most inconvenient times, and getting a plumber to come out and give us a decent quote was difficult. But when Rafael and his compa came out to work on our main pipeline, they were quick, affordable, and looked out for us to make sure our landlord takes responsibility for this maintenance. Hella cool raza! Definitely would recommend!

spoke too soon with my previous praise!  turns out they did poor quality substandard work then had the nerve to want to come back to do work that wasn't done properly in the first place.  i don't know about anyone else but i don't give second chances to anyone i feel doesn't deserve one. employee i complained to was sarcastic and insulting.  Good luck when you provide such service, I like to patronize minority owned businesses whenever I can but it has to be a good minority owned business!

I called about a sewer main problem and they snaked it said it would only last a few week. They installed a camera and showed me where the problem was. They came out the next day and did a spot repair, added a clean out for future problems. Based on what I saw, there won't be any more drain problem moving forward. Great guy's cleaned up everything and did a great job. H & R Plumbing are my plumbers now and I recommend them to family and friends.

Second and last time I'll let my home warranty company send this company out. Neither job was handled properly and had to have another plumbing company Rome out.

I wish we had found H & R plumbing sooner. We first called H&R when we finally had it with our washing machine backing up and flooding the laundry room due to some kind of blockage. This went on for years - calling a plumber to clear the pipe but not actually fixing the issue. When Rafael came to our house to inspect, he really did inspect. He was under the house taking photos pipes and the issue(s). He gave us his recommendations and cost. We went ahead and got a second quote. The plumber that came out wasn't even going to go under the house to inspect until I told him that the first plumber we called did go under. He then proceeded to go under for about 2 minutes. His scope of work would have been minimal and would not have solved the issue. Needless to say, we went with H&R. Rafael and his team were quick and neat. We haven't had an issue since. We then used H&R for our plumbing needs in our recent kitchen remodel and, again, we were happy we did. Honestly, great work, and a fair price - what more can you ask for. Thank you H&R.

As the sewage spilled across my guest room floor, I fled to the computer and to Yelp. H&R had good reviews and it was nearby. I phoned, and the voice at the other end assured me that one of their plumbers would be over within the hour.

Jaime drove up and was quick, efficient, and professional. I appreciated his friendly attitude and calm demeanor more than words can express. The job was done in a timely fashion and for a reasonable price.

H&R's number is now on the Quickdial list in my phone. I hope I'll never need to call again, but it's a very nice feeling, knowing that I'll actually LIKE the plumber.

Very very happy.  A water pipe in our back yard broke and the water was coming out.  Not a gusher, but not a little tiny leak, either.  Once I realized what was going on, I started calling plumbers, and these folks came within the hour.  Guy (I think it was Meno) anyway, he could have conned me and said they had to rip up some cement, but he just shut off that pipe.   VERY REASONABLE.  Will use these folks again for plumbing.  A great experience.

Meno to the rescue! I'm very overdue with this review, but better late than never. On a Sunday morning, two days before Christmas 2018, the toilet gave up the ghost. This was a major crisis, especially since we were expecting about 25 guests the next day! Nobody would even return our calls, let alone come to check out the problem -- except H & R. Meno came over, diagnosed the problem, ran out and bought a new toilet, and installed the thing, all within a few hours. He was fast, efficient, and he saved us from a real disaster. Hopefully, we won't have any plumbing problems for a good long time, but if we do, we'll call H & R for sure.

I have bad tenants and Rafael did a wonderful jobs resolving a clog and installing two water heaters which was quite difficault due to the size of the clrowle space, also help me with advise, charge was very reasonable, defenately reccomend tham!

I called the phone number listed on this Yelp page and I got a voicemail and unfortunately did not get a call back at first but Rafael did call back and apologized because he was on another job and could not return my phone call immediately.  I called 4 other plumbers and he was the only one to call back and actually show up and get the job done.  I had a simple drain clog and I have a clean out in the backyard and Rafael was able to snake the drain/pipe and the clog was about 30 feet into the line or so.  The line was unclogged within a few minutes and honest in his opinion of what I can do in the future to keep the drain unclogged and he recommended other parts for me to buy at Home Depot as needed.  I asked about jetting the line and he said that he doesn't recommend that because he said it probably wouldn't help so I appreciate his honesty.  I will continue to use Rafael for all future needs because he returned my call and arrived within 15 minutes of calling me and he was quick and honest.  I recommend Rafael for your plumbing needs.

I only write Yelp reviews if the company is either really good or really bad. H&R just left my house and I feel like I found my plumber for any future needs.
All I needed one was an unclogging with a snake and their rate was very reasonable. We have had 2 other plumbers out before and I feel like we were taken advantage of after working with H&R.

Is it possible to sing the praises of H&R Plumbing more?  We broke a pipe buried underground at the front of our house on Sunday evening at 5:30 PM and wanted to give our business as a San Leandro resident to a San Leandro company. I did a quick search and H&R plumbing came up on my phone. They were the first call I made.  Rafael, the owner and operator, picked up, gave me an update that he would be available in an hour after completing a job. He arrived as he predicted, and with his colleague went straight to work to fix the broken pipe.  He was thorough, clearly knew his trade, and a couple of hours later, the problem was fixed--all of this on a Sunday night in an emergency. We were so grateful, and he was wonderfully pleasant to work with as well. You can't go wrong with working with H&R Plumbing!

Rafael is my hero!  Have recurring tree roots in main sewer line which the landlord will not pay to have repaired.  Was very ripped off by another company in 2017.  Called H and R this morning and Rafael was at the door within an hour, wearing mask.  He had quoted me a price on the phone after asking a few questions.  I am an old lady but he listened to my description of the problem respectfully - this is rare.  In less than 2 hours he had the pipe cleared the whole way out to the street.  And the cost was exactly what he quoted on the phone and more than reasonable.  I am relieved and so grateful.  Oh and he has a cute duckie on his truckie  heeheehee.  Many thanks you have a customer for life and I am telling all my neighbors!

He not only showed up when he said he was going to, but he is extremely thorough, reasonably priced (very), and  warm and gracious (very), and extremely professional.

His work including snaking three pipe drains (one in bathroom), the others in kitchen, and attached to washing machine.

The work was done perfectly and came with a warranty.

We discovered a leak in the main line to the house on a Sunday, called hoping we could get someone to do a temporary patch and give us a quote to replace. They showed up in about an hour and replaced the ENTIRE main line in about 4 hours on a Sunday! They were amazing! Couldn't recommend more!

Ohlah Amego..... Rafael is the Man! Called on Wednesday evening and repaired by Thursday noon..... Although it was a basic diagnose, clean out and scope it was nice to have the job completed in less than 24 hours. Also he said he had a recommendation to save me future money, stop using the expensive toilet paper, :).....  Thanks Rafael as knowledge and trustworthiness is a lost art in todays construction world and I will definitely keep you in mind with any future plumbing need!

We've had H&R to our house twice since we bought it and are extremely pleased with Rafael and his work.  First time was to install a pressure regulator and snake a line; second was for leaks in two different parts of the house.  His price is very fair and he is a genuine, honest and professional plumber.  He is very pleasant, easy to talk to and wants to ensure the customer is happy with the work.  You can tell he cares about his customers.  I was impressed by how responsive he is to attend to the request the same day (and if he's delayed or unsure he is available the same day he will keep you updated on his schedule so you won't waste time waiting around like some other plumbers would have you do).

Called several plumbers in a pinch to bring water heater up to code before Home appraisal.... literally needed service within 4 hours. Raphael took care of the issue, got the materials, drained the heater, moved it and installed the braces per code. Calling in for a quote was already a bad experience. Person who picked up the phone was kinda rude. Okay I get it, I'm not an expert in plumbing therefore I don't know what kind of sink it is but damn don't gotta have an attitude when I'm asking for the range of what you charge. If I was an expert in plumbing or know what kind of sink I have, then I wouldn't have to call you to begin with it.

This guy was a no-show for a sewer lateral inspection; he never called to cancel and I waited around for 2 hours.

Would never use again; Called H and R to have drained cleared; person arrived on time said it could be done for $135 then ran small snake through basement drain; I wrote check and person then pulled snake out of drain and broke drain pipe in process; person then wanted 120 in cash to fix pipe; after delay person claimed needed additional $25 for pipe that was clearly overpriced based on home depot, amazon, etc. prices. I believe not trustworthy and will never use H and R Plumbing and Rooter again. My opinion: Don't waste your time dealing with H and R Plumbing

I called H&R this morning about overflow from our wash machine. I spoke with Rafael, he told me he'd be sending Meno out within the hour. He was here fast! We explained the problem. Meno snaked our line which resulted in a blockage. He cleared it! All was good. Nice workers. We've been customers with H&R for more than 5 yrs. They respond to calls quickly, arrive in a very timely manner. I would highly recommend this company. Thanks Meno for a very professional experience.

We have a Toto one piece low water use toilet that was loose and needing to  be secured.  I called one company and they came out to say they did not work on this type of toilet.  I called H & R and Jaime was there with with hours and was able to take care of the problem plus he found another one that he took care of.  For our next plumbing need I will definitely call and ask for Jaime to come out again.

We've been using H&R since we bought our house.  First time they came and snaked a drain for us it was a late afternoon call and he came over about 6:30 because he said I hear kids in the background, I'll come tonight you need your toilet working.  Very reasonable prices, and they work fast.  That same drain clogged again the same summer and he came back, cleared it, and would not charge me because he had just done it 2 months ago.

Similar great service when we called him about the toilet at the co-op pre-school.  This is a school?  I'm just leaving a job, I'm coming right now.  He had it cleared and he was out of there in under 30 minutes and school stayed open that day.

My toilet started leaking last night and I called Rafael first thing this morning. He came over two hours later and took the toilet off. He noticed an overflow of water and I mentioned that I had a slow drain in the tub. He snaked my pipes and found mud in the snake. After putting a camera in the overflow, he found a cracked pipe in the street (but not far enough in the street to belong to the water district or the City). He gave me an estimate. In the meantime, I ran to the store and bought a new toilet which he installed. He also installed a new bathroom sink faucet. He was very professional and took his time fixing everything. He was very reasonable in his pricing. Rafael will be my go to plumber from now on.

Called them in the late afternoon with major back ups. They were at my place in 2 hours, fixed my problem, were friendly reasonably priced. Highly recommended.

I can not compliment these guys enough, immediate service very professional and friendly. We had a huge leak under the house and we had no idea where to start to get that cleaned up and thanks to Cesar he recommended ESR. Then came back and fixed the pipe. We have used H&R 4 times and every time they are great. I am so glad we found them.

When using our washer, it had overflowed, thus causing both our toilet and bathtub to overflow as well.  I spoke to Rafael prior to him and Andres coming out and he said the main line was backed up.  Low and behold, he was correct.  Both Rafael and Andres are a great team.  Both were very friendly and took the time to explain and involve me in the process.  I highly recommend these two gentlemen.  They got the job done within 20 mins.  I will definitely use them again in the near future.

Jorge was fantastic. I had had a new dishwasher delivered, but Geek Squad could not install it due to out-of-date plumbing and electrical requirements. I called Jorge, he came over, and gave me a quote. Then I asked if he knew an electrician. So, his friend, Rogelio, showed up and the two of them went to work and solved my problem in short time! Great workmanship, and they truly understood my concerns. Both are wonderful, and I now have them on my go-to list for all future electrical or plumbing problems/projects.

Manuel was great! We had a plumbing disaster and he came early the next morning, located the trouble and cleared it. He was friendly, thorough, and very reasonable.

Rafael returned my call within 10 minutes and he assessed the situation and sent his technician Manuel.  Manuel was very helpful and took time to explain the different options - the project was completed within an hour.  Everything was taken care of and I was very pleased with their suggestions on saving some $$.   I will definitely call them again!

Had a leaky toilet on a Saturday, H&R arrived within an hour to fix it quickly. Professional service and very friendly. Highly recommended!

I was surprised to see the great reviews because unfortunately my experience was quite different.  I had a plumbing issue and Manuel came out and accessed the problem and gave me a quote. He seemed quite knowledgeable and I was quite happy for him to proceed with the job.  I asked him to write down a formal quote, but he said he didn't do that, a handshake was all that was needed.  He gave me his card to call him back to begin the job.
I later called to make an appointment to get the job done.  To my surprise Rafael showed up, the owner of the company.  He had no information about the job details and the price agreed upon.  What followed was and exchange that was very upsetting.  Rafael was very impatient and abrupt with me as I tried to explain what Manuel and I had agreed to.  He was quoting a hire price and different repair strategy than what I had agreed to with Manuel.  I wanted Manuel to proceed with our original repair job but Rafael told me that now I was dealing with him and couldn't talk to Manuel.  When I expressed my confusion about the change of events and price Rafael said in raised voice maybe you should just get another plumber.
This is not an example of good customer service.  When you have a plumbing issue it is already a stressful situation and his attitude made it worst.
Obviously I am getting another plumber to do the job.

A quiet early Sunday Morning, we had a gusher out in the front yard.  I called 8 other plumbers and only Rafael promised to come take a look.  The cheap valve had broke and was spurting water at the connection into the house.  Rafael fixed it in about an hour and charged me a really reasonable rate.  A very pleasant man who know his stuff.  He explained everything he did and showed me the parts that failed.

These guys are awesome! Jaime and his colleague came to my house to fix the plumbing in my laundry room. They not only fixed the problem with the hot water outlet but also installed a hot/cold outdoor faucet on the outside of the house so that I could hose off my dogs without subjecting them to cold water. There is a drainage box in my backyard and the pipe leading to the storm drain was clogged.  H & R came out and rooter the pipes to clear the drain.  Excellent service.

Since last three years I have been using H & R Plumbing & Rooter for all the plumbing and sewage problems in the house. Rafael always answers his phone and he is very accommodating with his work schedule. Most of the time within same day he has resolved the plumbing problems in the house. Two years ago in a rainy Christmas eve with house full of family and friends he came over and fixed a major sewage problem in the house. His prices are very reasonable and you get the feeling that he is there to help you not to rip you off. I was so impressed with Rafael and his crew. They came out IMMEDIATELY for both the estimate and the work they did on our water main.  We needed a quick turnaround, and they accommodated us with no hassles. The work they did was superb and thorough, down the making the new concrete match the texture of what was around it. We have used this company before and they were great then! I called at 8:30am today about my tub, they were there at 10:30.  Excellent service, very friendly and honest.

So....I tried to fix the toilet myself. Big fail with some water spraying. I thought I was following YouTube right but that was not the case. Luckily, I called H&R close to 7pm on a Tuesday night. When I told him water was spraying but I was able to cover it for a bit he did not hesitate to come out fairly quickly. He input a new valve and another piece as well and fixed my running toilet problem. I was so thankful. A courteous guy too. Lesson learned - no DIY toilet stuff again.

I called on a friday morning to see if this plumber could come out and fix a flooding sink. He was there within 40 minutes. He quoted a very good price and said it should take no longer than 30 mins. He started to work on the problem and found out there was a huge grease/ hair/ rust blockage. It took him almost 3 hours to fix the problem, but he did such a great job. He even replaced a few parts free of charge. He cleaned up the garage afterwards and left the place in clean condition and with working pipes. He even offered a 45 day warranty. This guy is great. We will use him again.

Called company for a plugged line and they came within the hour. Great response time and service.

I checked on Yelp and get quotes from a couple company, find out the H&R charges $125 for drain cleaning and is able to come and get the service done in an hour, very competitive and convenient. The expert Jamie came within an hour, nice, knowledge and patience in answering our questions and give us reasonable opinions. We are very satisfied with the service, highly recommended to people living in the San Leandro neighborhood.

I'd used them before & was lucky enough to find their card when my plumbing backed up 6:30 Sat night. I went online & it said they were open until 7 so I gave them a call. Rafael said he'd be over as soon as he finished the job he was on. An hr later he showed up, took care of my problem. What a relief. The nicest guy as well. Will use them again & not hesitate to recommend.

This is a great company, with great personnel.  I have used them three times for clogged drains.  Each time, I have called at off hours and they came quickly and did a great job for a reasonable price.  I cannot recommend them enough for your plumbing and rooter needs.

I just had Raphael out to work on 3 clogged drains, including two sewer laterals. He arrived on time and did a great job on everything, including the one very difficult lateral.  

He offered to run the camera down this drain and then defined exactly where the damage was located--turns out it is in a reasonably accessible location, so when I get it fixed it will be relatively inexpensive (as these things go). He also went the extra effort on the other lateral, snaking it in both directions. Then he unclogged the bathtub which has been 95% clogged for a long time.

3+ hours work and he only charged $250, very reasonable, with a 45 day warranty. I will probably have him back to repair that damaged lateral when I save up a bit of money.

Just had him replace my water heater, a great job, quick and with no fuss, $100 cheaper that the other bid I got from a local plumber. Cheaply enough that I didn't feel too guilty about not doing it myself.

Unfortunately, I had to write a poor review.  I called this place up for a quote on a commercial water heater.  I gave him every information there is for him to give me a price.  He quoted me a price and I asked him if he could lower a bit.  He said he is willing to give 10% off.  Okay. Done deal.  He told me he'll come over early morning.  I met him early morning.  He came in and checked the water heater.  He complaint that it wasn't accessible like I told him in the phone.  How can it not be accessible, if the water heater is on the floor, and  not on the roof?  Anyways, after much walking back and forth, he called up someone to ask the price for commercial water heater.   At this point, I thought he should have the water heater in the van.  But I guess not.  After he finished with his phone call, he quoted me more than what he said on the phone.  I asked him why, and he said the price was for residential.  I told him everything about the water heater, and we agreed on the price from the call I made.  He said he's not going to lose over money.  As a business owner, I can understand that.  If he wasn't sure about the price, he should at least ask to come by and check it out first or asked to call me back with the correct price at the time of my call.  I thought he was knowledgeable, but I was wrong.  It was a big mistake for me to give him a call.  I was unhappy as a customer.  I thank him for his time, and he left.  I called someone else, and he came over that evening to do the job with way less money.
On the other note on his comment about the price for residential, it should be much cheaper than the price he quoted me.  In the phone book, he advertised half as much as he quoted me if it was for residential.
I don't see any honesty there.  If there is no honesty, there is no trust.  If there is no trust, there is no call for me to do business again.

Called Rafeal and scheduled an appointment for two days later.  Didn't show up and didn't call me to reschedule, enough said.

I had to shut off my very old water heater last night due to a leakage.. that got me frightened. I went to homedepot to have it replace with a new one and thinking of possibly getting installed the same day... well that didnt turn out great.. i called sears... and same thing.. finally i went on yelp and searched water heater installation... sure enough... H & R was my number 1 pick to call... called it and spoke with Rafael... my main concern was to get a new water heater installed the same day.. he quoted me with a good price and sent his tech (Cesar) in an hour.. Cesar came to look at my old water heater and started the process... he left and then came back in a timely manner...with a new water heater and new parts to complete the job!! Cesar did a great job installing my new water heater... Cesar is very friendly and very knowledgeable in his profession.. if you ever need any plumbing service done on the same day... this is the place to call!!! You will not be disappointed!! Will definetely do future business with them!!

Best plumber I have ever dealt with.   First of all, he came highly recommended  from my gym friends - secondly, he answered my first phone call (almost unheard of), was at my house that afternoon and did a thorough inspection of the 3 things I wanted done.    He  was back in 2 days to do the work I requested, did an excellent job, the cost was very fair and reasonable, and had such a great attitude and happy personality to boot!

I live in the Oakland hills and  had a backed up pipe that turned out to be caused by roots.Raphael came out the same day, fixed it quickly, and charged a very reasonable price. He made sure the pipe was clear by running the snake a couple of times. I called based upon the yelp reviews and the fact that H and R is accredited by the Better Business Bureau. I highly recommend this business.

We had a serious water leak from our main water pipeline to our house. When we called H & R Plumbing and Rooter, we talked to Jorge and described to him our situation. Jorge and Alavarro quickly worked on the problem. Both men were very kind and easy to talk to... Worked very hard. We are very pleased with them because they were quick, professional, courteous and attentive to their work. This wasn't an easy job by our standards. But they soon had our house running with water with no problems and no leaks. I would definitely recommend this company and request both gentlemen to fix any problems you might have not to mention everything was done during the weekend. I had an issue with my water heater.  It needed to be reinforced and reinstalled correctly.  Rafael and his crew did everything from the construction and reinforcement work to the plumbing work in lightning speed time.  The quality of work was very good.  You can tell that these guys are experienced and know exactly what they're doing!  Great to deal with, and Rafael himself is exceptionally friendly.  He also took the time out to explain all of the details of the job and what exactly was being done.  Prices are very reasonable too.  I will definitely be calling H & R again if I need any plumbing work done.  I would be happy to recommend these guys to anyone I know!

I have used H & R plumbing and rooter three or four times since I've moved to Castro Valley and I've never had a better experience with a plumber!  Rafael is honest, knowledgeable and is NOT in business to rip you off.  A couple times I asked him about a small issue and he not only fixed it for free, he showed me how to do it myself!  (Which is amazing, because I'm plumbing-phobic.)  Rafael is also extremely accommodating -- he even came over at the last minute the day before Thanksgiving when we had an issue with our kitchen sink!  One time I had a sewer problem and he wasn't available, so he sent over a friend (another licensed plumber), and the friend was just as good.  Rafael's prices are quite reasonable -- certainly way better than what you'd pay for one of those 'XYZ Rooter' guys -- and you couldn't meet a nicer guy.  He doesn't treat you like an idiot or try to sell you extra crap.  I couldn't believe he didn't have any Yelp reviews -- I hope this gets him a lot more business.

I've used Rafael's plumbing service for several things at  my house - sewer back-up, sink leak, and gas line installation for the fireplace insert.  Always pleased.  He is an honest, fair and reliable plumber.

Four homes on a private lane needed to replace about 400+ feet of old orangeburg sewer line. We called several plumbing and drain companies. Rafael (the R in H&R Plumbing and Rooter) was quick to respond to our inquiry, and always completely answered any of our questions as we compared bids. His references, responsiveness and reasonable price convinced all of us to hire him.  He replaced our old pipe with the pipe-bursting method. He was thorough throughout the pipe connection process and conscientious about making sure any open holes were covered before he left for the day. He is a very honest and responsible person, and an excellent plumber. Without a doubt all four of our households would highly recommend him to anyone with any plumbing or drainage problems.

Kind, courteous, and quick... this is how I would describe Rafael of H & R... As a new homeowner, I had no idea who to call when our toilet and tub backed up, so I checked Yelp for local plumbers and read good reviews for H & R. I called at 6:30, Rafael was at my door by 7:00 and he was done about 40 minute later. He didn't charge an outrageous emergency fee, even though it was after usual business hours. He was cheaper than others I saw on Yelp and gave a 45-day guarantee on his services. He also takes credit cards...
